I've only had trouble when I've said I'm heading to Moonee Ponds from the CBD and they say they're at the end of the shift and their depot is in the other direction. I've never experienced a locked taxi door though.

If I've got my music cases I have no trouble getting a cab around 4-6am.

A new years day around 7 to 8am a few years ago when a friend and I were holding an esky in the CBD were avoided by cabs like the plague.
